Along with development of economy and society and improvement of living level, people have a higher need of the quality of food and health, Agricultural development had entered the new stage of high-quality development. The theory foundation of agriculture high quality development is the resources use limit by plants, vegetation carrying capacity and critical period of plant resources relationship regulation, which includes space resources use limit by plants, space vegetation carrying capacity and critical period of plant space resources relationship regulation in soil water and nutrient ism rich regions. The resources use limit by plants is the limit plant use resources, which change with vegetation type and location. The vegetation carrying capacity is the ability of soil resources to support vegetation, which change with vegetation type, time and location. The critical period of plant resources relationship regulation is the period from available resources in root or canopy is equal to the resources use limit by plants to the time that the plant resources relationship regulation is no effective, such as fruit mature or stop of plant resources relationship regulation.
